Chief Roy Halsell started his law enforcement career in the Waco Police
Department on May 12, 1975 and attained the rank of Assistant Chief of the Waco Police
Department. Chief Halsell started with the Stephenville Police Department on January
4, 1999.
Chief Halsell has a B.S. degree from West Texas State University and a
MPA from Southwest Texas State University. He is a 1986 graduate of the Command and
Management School at the Southwestern Law Enforcement Institute in Dallas, Texas.
Chief Halsell has two children. A son Brian and daughter
Kelli. Chief Halsell's off duty activities include Texas National Guard, high school
athletics, primarily football and basketball. Other interests include do it yourself
projects, wood working, and outdoor activities.
